Programs
The LAC has many programs to assist and deliver services to the disadvantaged, marginalised and truly deserving. The first 9 programs are staffed by pupils under their compulsory Legal Aid duty, under the supervision of volunteer lawyers. The remaining three programs are wholly staffed by volunteers, lawyers and non-lawyers.

1. Lac And Syariah Clinic
(a) What does the LAC AND SYARIAH CLINIC do?

   - FREE legal advice and representation to deserving members of the public.

(b) Why is this program important?

   - Creates awareness and educates the public of their rights and duties
   - A person should not be deprived of the fundamental right under the
     Federal Constitution to be represented by counsel of her choice, merely
     because of financial circumstances.

(c) What do pupils do in this program?

   - Interview and advise clients
   - Administer the "means test" for eligibility for free legal advice and representation
   - Liaise with volunteer lawyers providing the legal representation;
     almost as instructing solicitors.

(d) How do pupils benefit from this program?

   - Improve interview skills. You will meet people from all walks of life with
     various legal problems
   - Exposure to laws, eg criminal, family, employment, immigration law
   - Heighten your awareness of your social obligations.

(e) Who should join this program?

   - Those who believe in Legal Aid and the aims of the Clinic
   - Those wishing to improve legal knowledge, interviewing and advisory skills.Top of Page

 
2. Dock Brief Program
IMPORTANT NOTE:
Pupils must not be more than one month away from "Locus" to sign-up for this program.

(a) What does the DOCK BRIEF PROGRAM do?

FREE legal advice, representation and assistance to unrepresented persons in the Magistrate Courts in Jalan Raja, Kuala Lumpur:
   - charged for a criminal offence
   - who plead GUILTY and need assistance in MITIGATION of sentences
   - for BAIL APPLICATIONS.

(b) Why is this program important?

   - Up to 90% of those subject to the criminal justice system in Kuala Lumpur
     courts do not have access to legal advice, assistance or representation
   - The fundamental right to legal advice, assistance and representation of all
     persons before they enter a plea, apply for Bail, or for mitigation of sentence
     after conviction
   - Reduces time in remand/prison and the population in remand/prison.

(c) What do pupils do in this program?

   - Interview and advise accused persons (and family/friends) and provide legal
     representation
   - Research and prepare representations and/or submissions
   - Liaise with the courts, prosecution and police.

(d) How do pupils benefit from this program?

   - Under severe time pressure and stress, learn to take instructions and prepar
     representations and/or submissions supported with relevant authorities
   - Improve interviewing and advocacy skills
   - Acquire knowledge of the laws and the criminal justice system at work
   - Exposure to making judgment calls as to the best approach for each case.
     This improves self-confidence and the ability to 'think on your feet"
   - Fulfill social obligations as lawyers to deserving members of society.

(e) Who should join this program?

   - Those with a "heart" and conscience; that being a lawyer is not all about
     money, but about social obligations and commitment to justice and human rights
   - Those who while acting with all due courtesy to the Court, will fearlessly
     uphold without fear or favour the interest of their clients, justice and the

3. Sungai Buloh / Kajang Women's Prison Clinic And Juvenile Remand Home Program

(a) What does the SUNGAI BULOH / KAJANG WOMEN'S PRISON CLINIC AND JUVENILE REMAND HOME PROGRAM do?

   - The program with the assistance of pupil in chambers

   i) FREE legal advice and representation, and assistance to remand detainees
   ii) Contacts and helps family members of remand detainees to post bail.

(b) Why is the program important?

   - Because

   i) Reduces time in remand/prison and the population in remand/prison.
   ii) Ensures that remand detainees, especially juveniles, have access to legal
     advice and representation
   iii) Assures family members of where remand detainees are

(c) What do pupils do in this program?

   - They

   i) Interview remand detainees at the prisons
   ii) Contact and help family members of remand detainees to obtain bail
   iii) Liaise with the LAC in assigning volunteer lawyers for legal representation
   iv) Assist Dock Brief Program in preparing mitigations.

(d) How do pupils benefit from this program?

   - They

   i) Improve skills such as interviewing and counselling
   ii) Exposure to criminal law, procedures and practice and the criminal justice system

4. Lac / Awam Legal Information Service
The All Women's Action Society (AWAM)

(a) What does the LAC / AWAM LEGAL INFORMATION SERVICE do?

   - It

   i) Joint legal information service with AWAM
   ii) Provides legal advice and assistance on family, domestic violence, criminal,
     employment and other matters relating to women.

(b) Why is this program important?

   i) Advises, informs, counsels, assists and empowers women in crisis from all
     walks of life in a friendly, personal and supportive environment.

(c) What do pupils do in the program?

   - They

   i) Interview, advise and assist clients
   ii) Liaise with the LAC when files need to be opened for legal representation
   iii) Conduct legal research
   iv) Any other relevant matters.

(d) How do pupils benefit from this program?

   - They

   i) Learn life's realities and the serious disadvantages and problems that
     many people face
   ii) Improve skills like interviewing, listening, counseling, understanding issues etc.

(e) Who should join this program?

   - Those wishing to help the needy and deserving
   - Those interested in family, domestic violence, criminal, employment and other

5. LAC/WAO Legal Information of Advocacy

Women's Aid Organisation (WAO)

(a)What does the LAC / WAO LEGAL INFORMATION of ADVOCACY do?

   - It

   i) is a joint legal information service with WAO
   ii)Provides legal advice and assistance on family, domestic violence, criminal, employment and other matters relating to women.

(b) Why is this program important?

   - Because

   i) it provides advises, informs, counsels, assists and empowers women in crisis from all walks of life in a friendly, personal and supportive environment.

(c) What do pupils do in this program?

   - They

   i) Assist clients in lodging police reports and to obtain interim protection order (IPO)
   ii) Liaise with the LAC when files need to be opened for legal representation
   iii) Conduct legal research
   iv) also advice on any other relevant matters.

(d) How do pupils benefit from this program?

   - They

   i) Learn life's realities and the serious disadvantages and problems that many people face
   ii) Improve skills like interviewing, listening, counseling, understanding issues etc.

(e) Who should join this program?

   - Those wishing to help the needy and deserving
   - Those interested in family, domestic violence, criminal, employment and other matters relating to women

   ii) Provides legal advice and assistance on syariah law, domestic violence, and other
matters relating to women..

   - Because

   i) Because it provides advises, informs, counsels, assists and empowers women in crisis from all walks of life in a friendly, personal and supportive environment.

(c) What do pupils do in this program?

   - They

   i) Interview, advice and assist clients
   ii) Liaise with the LAC when files need to be opened for legal representation
   iii) Conduct legal research under the Syariah Law
   iv) also advice on any other relevant matters.

(d) How do pupils benefit from this program?

   - They

   i) Learn life's realities / the serious disadvantages and problems many people face
   ii) Improve skills like interviewing, listening, counseling, understanding issues etc.

(e) Who should join this program?

   - Those wishing to help the needy and deserving
   - Those interested in syariah issues and other matters relating to women.

7. LAC/Tenaganita Migrant Workers Clinic (MWC)

(a)What does the LAC / TENAGANITA MIGRANT WORKERS CLINIC (MWC) do?

   - It

   i) is a joint program with Tenaganita's Migrant Workers Desk
   ii) gives FREE legal advice, representation and assistance to deserving migrant workers (who came legally to Malaysia)

(b) Why is this program important?

   - Because

   i) it’s a major and perhaps only avenue of legal assistance for abused and exploited migrant workers.

(c) What do pupils do in this program?

   - They

   i) Interview the migrant workers and document their legal problems
   ii) Liaise with relevant authorities e.g. Police, Labour Dept, Immigration Dept and Inland Revenue
   iii) Coordinate/participate in settlement negotiations between migrant workers and ex- employers

(d) How do pupils benefit from this program?

   - They

   i) Help seriously abused/exploited workers and solve shocking problems
   ii) Improve listening, interviewing, documenting and negotiation skills
   iii) Learn various laws e.g. employment, immigration and criminal law.

(e) Who should join this program?

   - Those not prejudiced against migrant workers or with open minds, and who believe that migrant workers have contributed substantially to our well-being and do not deserve to be abused/exploited.

8. BCLACKL / PTF Legal Information Service Clinic
(a) What does the BCLACKL/PTF LEGAL INFORMATION SERVICE CLINIC do?

   - it gives FREE legal assistance and advice to people living with AIDS, sex workers, gay men, lesbians, drug users and transsexuals, who have been marginalised by society.

9. LAC/ UNHCR Clinic

(a)What does the LAC / UNHCR Clinic do?

   - It

   i) is a joint legal information service with UNHCR
   ii)Provides legal advice and assistance on refugees’ issue.

(b) Why is this program important?

   - Because

   i) Because it gives advises, informs, counsels and assists the refugees in a friendly, personal and supportive manner.

(c) What do pupils do in this program?

   - They

   i) Interview, advice and assist clients
   ii) Liaise with the LAC when files need to be opened for legal representation
   iii) Conduct legal research
   iv) also give advice on other relevant matters.

(d) How do pupils benefit from this program?

   - They

   i) Learn serious disadvantages and problems that many refugees face
   ii) Improve skills like interviewing, listening, counseling, understanding refugees issues

(e) Who should join this program?

   - Those wishing to help refugees
   - Those interested in refugees’ issue.

10. Training Program
(a) What does the TRAINING PROGRAM do?

   - Organises and co-ordinates training for pupils and volunteers for the LAC
     programs
   - Organises and provides training materials.

(b) Why is the program important?

   - Avoids duplication and overlap between training sessions for different programs
   - Makes training more focused
   - Improves quality of training and speakers.

(c) What do pupils do in this program?

   - Pupils do not participate in this program; this is only for volunteer lawyers
     and others.

(d) How do pupils benefit from this program?

- Not applicable.

(e) Who should join this program?

   - Those believing that better training will improve the quality of service for our
     clients
   - Those believing in streamlining and making training more efficient and effective
   - Those believing that pupils should be equipped with proper training and exposure
     during their compulsory duty
   - Those believing the volunteers should be equipped with proper training and

11. LEGAL AWARENESS PROGRAM

(a)What does the LEGAL AWARENESS PROGRAM do?

   - It

   i) intends to give pupils a “real dimension” as to what is required from them in their 14-days compulsory Legal Aid duty
   ii) also introduce them to the various clinics and programs conducted by the Legal Aid Centre.

(b) What is the program’s objectives?

   - It

   i) assist pupils to discover their role and responsibility as lawyers in society
   ii) develop a sense of social obligation and a concern for human rights, rule of law and justice
   iii) introduce pupils to new ideas
   iv) instill and develop long term commitment towards legal aid and access to justices, beyond the compulsory Legal Aid duty

(c) What do pupils do in this program?

   - the pupils must attend this program before they could be placed in their chosen program

12. Skills Development Program

(a)What does the SKILLS DEVELOPMENT PROGRAM do?

   - It aims to develop/enhance skills and increase motivation amongst all pupils, NGO partners and volunteer lawyers in order to improve the quality of service delivered to the clients.

(b) What is the program’s objectives?

   - To

   i) organize/evolve training programs for current and future volunteer lawyers and paralegals to meet the needs of LACKL
   ii) Assist with training programs for pupils
   iii)review the training programs for pupils
   iv) train the trainers issues and others
